As a numbered nature resource,land in China who owns a large scale of population is rarer than other countries.With the development of Chinese economy and society and the growth of the people's demands for better material and cultural life,more land will be used.How to use land intensively and thriftily and to meet the needs of sustainable development during Chinese modernization has cried out for an immediate solution.Through analyzing the land management in Wenzhou City which located in Zhejiang Province,this article tries to probe the way to settle this problem.With a large scale of population and little land,the people in Wenzhou worked hard and achieved signal successes in the development of economy and society in the past 30 years.The initial modernization has been realized in Wenzhou with increased level of the people's living life and a fairly comprehensive light industrial system.But it brings the waste of land and large and widely distributed environmental pollution too.The development of Wenzhou has been conditioned by the rarity of land.To solve the problem,the government of Wenzhou has taken many measures to relieve the tension between the demands and supply of land but make a little achievement.To relieve the tenser needs for land,we must realize the modernization of the people and the government during the modernization of economy.Otherwise,the utilization plan for land and city should be paid more attention which should be strengthened and exert more force or effect.The utilization plan of land and city can guide the sustainable development and safeguard the public interest.To use the land more efficiently and effectively,the government should do more than before in land management.Only through strengthening the treatment of government corruption and constructing new administrative ethics can the government use the public power for the people and share more portion of the appreciated value of the land to the people.
