Promoting Agricultural Modernization Through Rural Land System Perfection

At present, agricultural modernization is the bottle neck that restricts the synchronous development of industrialization, urbanization and agricultural modernization in China. It has been a major issue for government and scholars that how to speed up the pace of agricultural modernization. Agricultural modernization is not only the modernization of agricultural production techniques and operation modes, but also includes the institutional change of agriculture, especially the institutional change of rural land system, which is the core of agriculture and rural economic system. Based on land issues, the fundamental problem of agricultural modernization, this thesis attempts to discuss on the underlying impact mechanism of rural land system on the process of agricultural modernization, by adopting methods of system analysis, vertical and horizontal comparison analysis and multi-subjects amalgamation analysis, and finds that rural land system plays a decisive role in the development of agricultural modernization. It is recommended that we focus on constantly reforming and improving China’s current rural land system, meanwhile constantly innovate and perfect its external operation environment, so as to promote the development of agricultural modernization in China.This thesis consists of six sections. Section1:This part is an introduction which mainly introduces the background and meaning of the subject, research methods, and correlated domestic and overseas researching results. Section2:This part elaborate China’s rural land system from two angles of the history and the reality. At first it reviews the evolution of China’s rural land system since the founding of PRC, trying to find the inner relation between changes of land system and the process of China’s agricultural modernization, and then it analyses the present situation and problems of China’s rural land system, in order to grasp the further reforming and perfecting direction of China’s rural land system. Section3:This part summarizes the process of China’s agricultural modernization, and points out the constraints and system barriers it is faced with, especially the rural land property system and land circulation institution barrier. Section4:This part introduces the agricultural modernization experiences of world’s major countries and regions, and tells that reforming and improving the rural land system, according to the changing situation, is of decisive role to a country’s agricultural modernization. So we need to innovate on our current land system, according to China’s own reality. Section5:Based on four basic economic theories, this part tries to explore the pathway rural land system influence on agricultural modernization, and finds there are at least four ways, which are, through optimizing rural land system, to promote land circulation, to innovate in rural land financial mechanism, to develop the land joint-stock cooperative system, to speed up the transfer of agriculture surplus labor, so as to meet agricultural modernization’s requirements of moderate scale operation, new financing mechanism, modern agriculture organization carrier and appropriate quantity and quality of agricultural labor force. Section6:This part puts forward some political suggestions on how to perfect our country’s rural land property system, land contract responsibility system, and land management system, how to explore the effective realization forms of rural collective economy, and how to improve the system’s external operation environment, as required by agricultural modernization.
