The classification and evaluation of tourism resources are essential steps of both tourism planning and the formulation of policy in tourism industry. Reasonable and pointed classification and evaluation systems help a lot in maximizing the economic, social and ecological benefits of tourism resources. In recent years, with the booming of eco-tourism, the wetlands traveling has become the spotlight of academic research. However, the classification and evaluation systems are still open questions in this domain, which in big way caused blind and destructive exploiture of wetland resources. Therefore, basic theory must be completed in order to put the sustainable development into effect.The first part of the paper is a summery of relative research findings, definitions and theories, on the basis of which the paper redefine the wetlands traveling and wetlands tourism resource. Under the guidance of eco-tourism, the second part puts forward a complete wetlands tourism resources classification method for the first time. The third part constructs a qualitative evaluation model and two quantitative evaluation models. The qualitative evaluation model is helpful to get an overall rudimentary grasp of the resources. The first quantitative evaluation model, which is based on the results of the classification, is applicable to judge the suitability of the resources and pick up appropriate types to develop. The second one is a comprehensive model macroscopically conducted to evaluate the resources from the view of resources value, function and the development condition. Finally, this set of system is applied on the study of Honghe wetland and several practical suggestions are recommended. The outlook and achievement of this paper supplement wetlands traveling study and show great significance and guidance in the process of developing wetlands tourism resources.
