Local Urban Talent Credit System Model

Construction of the Employment Credit System is a new problem that the development of a socialist market economy has to face. Researching the construction pattern and the development of the system is of great significance for implementing the talent policy of the Party and the government.This study employs a "part and whole" research method and combines qualitative and quantitative analysis, generality and particularity study. Based on the real situation of Zibo City, this study aims at proposing practical,detailed and effective solutions to the construction and the development of the Employment Credit System by case study and surveys.Firstly, the study analyses the general situation of current employment credit and points out the causes leading to the unloyal employment problem from theoretical and social perspectives. Then the study researches theoretically the framework, content and layout of the construction of the employment credit system, which provides theoretical rationale for the following case study. The next part of the study is to investigate the soft and hard environment of the construction of an employment credit system in Zibo City and researches the practicality of the construction. Finally, based on the situation of Zibo City, the study analyses the principal function of the government and the agency and attempts to investigate the operational model and the technological supportive elements in constructing an employment credit system.
