The natural reproduction interlaces with the economic reproduction in the process of agricultural production. Agriculture is a high risk industry and susceptible to climate, markets, technologies and policies such a series of natural, economic and social factors. Agriculture in Tianjin is in the situation of "big city, small rural", and its risks are becoming increasingly diverse and complex. Therefore it is of significant importance to manage agricultural risks effectively.This dissertation begins with a review of existing literature about studies on decision-making under agricultural risks and as well as risk management both at home and aboard, and then based on the study of Tianjin's circumstances, systematically analyzes and scales the risks that agriculture in Tianjin has been confronted with. As the study results show, the natural risks are the main factors and other risks such as market risks, technology risks and social risks also pose a threat to agricultural development in Tianjin.Then the dissertation summarizes the existing management tools of Tianjin agricultural risks, analyzes their effectiveness and deficiencies. Based on the analysis, the article attempts to create an agricultural risk management model which based on the characteristics of Tianjin. That is using agricultural insurance as the main tool, coupled with agricultural relief, contract farming, agricultural commodities futures market, promotion and application of agricultural new technologies, protection of agriculture and other resources and such a series means for parallel implementation of complex management models, and put forward the countermeasures of management of risks to realize the sustainable development of agriculture in Tianjin. |
