Airline Security Crisis Management

Since China's reform and opening, China civil aviation transportation and aviation flight have been developing at very fast speed, especially during the twenty-nine years from 1978 to 2007, the total turnover volume and the passenger traffic of the China's civil aviation ranked to the third place and the second place respectively from the thirty-seven and the thirty-three among the members of the International Civil Aviation Organization. China has been well-known as a country developing fastest in aviation transportation, but we should be aware that the civil aviation of our nation has came into the period that crisis happens frequently and that the crisis recurrence with high frequency shall be very normal. Since "11.21" air disaster in 2004, the safe flight record of China's aviation is kept on and the aviation transportation possesses potential crisis with a periodic regularity of accidents. At such a sensitive period in an era of globalization and diversification, there is an urgent need for our civil aviation to set up a sound system for crisis management; however, unfortunately, we have found that a transportation flight system for crisis management has not been established, compared with the existing system of the civil aviation.The paper addresses the crisis management of the air transportation flight, makes use of the relative theoretical achievements such as the crisis management and the air safety management and combines the foreign theory and practical experience to research how to set up the crisis management organization system, the mechanism of the early warning and the crisis answers system for the transportation air flight on the basis of our national conditions. The purpose is to provide the crisis management, the mechanism of the early warning and the crisis answers system, operational and applicable to the current social-economical condition for our transportation air flight filed. The main contents are as follows:Firstly, research how to set up the crisis management organization system of the transportation air flight, state the principle of construction, comprehensively apply the game theory model and the relative theory in the management organization, analyze the management game theory, and study the incentive-constraint mechanism.Secondly, analyze the reason of the civil aviation transportation flight accident, the unsafe action of people and the cause inducing the transportation flight crisis etc., construct the mechanism of the early-warning for crisis, utilize the data model and the decision related theory and set up the relative model.Thirdly, identify the transportation flight crisis signal, calculate the accessible time, analyze and calculate the shortest-cut solution, offer the measure and the procedure to deal with the crisis and study the solution of the problem arising from the crisis.
