From reform and opening up to now, Chinese economy development has acquired extraordinary achievement. It is undoubtedly that the rapid and stead-going development of economy is attributed to the market-oriented institutional reform and the results that improving resource arrangement and encouragement innovation which were caused by the reform. However, from 1990's to now, the disadvantageous of gradually-advanced reform begin to disclose. The follow five questions among the questions that happen in the process of the migration of Chinese rural labors are the most important. First, why the income gap between city residents and countryside residents does not narrow in the process of the migration of rural labors. Second, why the agriculture development is slow with the migration. Third, whether or not the registered permanent residence system is the root that constraints on the migration of rural labors. Four, why the phenomenon that, one hand, there are lots of rural redundant labors, on the other hand, the city has not enough peasant-workers has existed in recently period in China. Fifth, why the urbanization does not acquired achievement with the migration of rural labors.The author builds the net revenue models and saving-present models that peasant works in city or countryside respectively, based on the life cycle theory. Using the models to analysis the "pendulum phenomenon" about the migration of rural labors and above five questions, on the premise of the peasant chasing his maximum net revenue, gets the conclusion that too little fund for improving the rural human resource to achieve the migration of rural labors at the last part of the thesis.
