Jiangsu Province Forest Management Problems And The Direction Of Reform

With frequent ecocrisis event such as climate warming up , sand flying up in the air, Tai Lake blue-green algae spreading, the natural environment has been seriously destroyed. It has made people reflect on the traditional pattern of economy developing , whether to focus on the boundless expanding of recent economy benefit, or to realize a win win situation both for economic growth and the environmental protection , and to realize sustainable development. It has proved that one-sidedly pursuing "economic effect" at the cost of environment and resource will end up getting short and false prosperity in return and ultimately receiving disastrous consequence. Draw a lesson form a bitter experience, the Central Committee of the Party , State Council decide to reinforce ecological conservation and construction and take it as an important content of carrying out sustainable development strategy and constructing harmonious society. Afforestation has been one of the important measures for ecological protection and has been attached sufficient and great importance to. In 2003 the Central Committee of the Communist Party of China and State Council made it clear in "The decision about accelerating the forest development": "In putting sustainable development strategy into effect, we need to give forestry an important position; in ecological construction, we need to give forestry a chief position; in constructing the west, we need to give forestry a basic position ". In the same year , the Jiangsu provincial Party committee suggested that the target of "the two leadings" (takes the lead in attaining all-round construction well-to-do society , and take the lead in realizing modernization basically) , worked out "the indicator system of building a well-to-do society for Jiangsu province ". Moreover, it contains 18 items,25 indicators in 4 categories of economic growth , living standard , social development and ecological environment among which urban afforestation coverage rates and forest coverage rates have also been brought into the checking system for governments of all levels. Green Jiangsu together with jural Jiangsu, safe Jiangsu, cultural Jiangsu, honest Jiangsu consist of "the five main carriers" for Jiangsu's " two leadings". It fully indicates the ideas of human first, enriching people first and sustainable development. However, Jiangsu is a well developed plain province with many people but little land, it is a tough task to realize the standards of urban afforestation coverage rate and forest coverage rate by carrying out forestation from forcing out a part in limited land as forest landFor this purpose, the author has analysed the current situation of the forest land management in Jiangsu carefully , and points out some problems in the forest land management in Jiangsu: (1) forest land increasing as a whole with current forest land reversing in a large scale ; (2) forest and agriculture crisscrossing , four boundaries being unclear , being difficult to manage; (3) low rates of giving ownership and issuing certificate leading to unsmooth circulation; (4) lacking coordination among different departments, occasional existence of taking up the land without accrediting criterion; (5) difficult forest land law case investigating and many restriction factors. The author has also analysed deep-seated reasons, and point out the measures for the reform of Jiangsu forest land administration basing on land economics and sustainable development theory: (1) clearing property right and land ownership , clarifying the management of forest land; (2) marketplaces operating , optimizing the allocation of resources , clarifying the circulation of forest land (3) appraising forest land scientifically, realizing ecological compensation, the further clarifying of the management of forest land occupancy.
