| Comprehensive utilization of resources has become a pressing task for transforming the mode of economic growth, developing recycling economy, establishing a conservation-minded and environment-friendly society, as well as an important way to ensure resources to be sustainable, to reduce the pressure of pollution, to improve the utilization rate and to raise the quality of economical development. The economical development of Panzhihua, as a typical resource-dependent city, is closely related to the utilization of resources. In order to promote the conservative and efficient exploration of the strategy resources of Panzhihua, to improve the quality of economic growth, to realize the sustainable development of economical society, this paper does experimental research on the innovation of the mode of resource comprehensive utilization, based on comparative studies of present resource comprehensive utilization both in home and abroad, and the investigation and statistical analysis of the distribution and utilization of Panzhihua city's resources. Main contents are:1. To have studied the current situation of comprehensive resource utilization in Panzhihua, its potential, as well as the restrictive factors. It is held that the utilization of resources there has the following characteristics: the use of the iron resources, despite its solid foundation, is still faced with quite a few constraints in its further development; there has formed a sound structure in utilization of vanadium and titanium, but the rate of utilization is still far from satisfactory; the comprehensive utilization system is being built while the industrial strength still needs improving; the technological strength is building up though a breakthrough in bottleneck technology is demanded; the use of secondary resources is expanding in scale but not in quality. In all, Panzhihua has great potential in the comprehensive utilization of resources, but it is confronted with many problems like technological bottleneck, environment capacity, the industrial policy as well as the transportation facility2. To have studied the guidelines and principles of the innovation of the resource utilization in the city. The guideline is to establish a new industrial development mode which is based on efficient resource utilization and recycling. In this process, great importance should be attached to the optimization of the resources allocation, the innovation of technology and management system, the enhancement of utilization efficiency, and the extension of industrial chain as well. That way the transformation of the industrial grow mode could be accelerated and the exploitation of the resources will better benefit the local economy and the local residents.The utilization of the resources must adhere to the principles: it is to promote the resource conservation; it is environment friendly; it must be efficient and productive and it must bring benefit to the local residents.3. The technological innovation is greatly encouraged in order to achieve a breakthrough in the bottleneck technology and to promote the optimization of the industry. The government should guarantee the resource utilization will boost the local economy and bring benefit to the local residents.4.
