It is an important global subject about how to utilize metal tailings comprehensively. Mineral resources are one of the significant material foundations for human existence and development. As mining and mineral refining, a large amount of tailings belched out which is rich of valuable materials. To meet demanding, mining scale increases. At the same time, the grade of ore gets lower, which makes an increase in amount of tailings. Tailings used to be waste, but now is potential secondary resource. Tailings cyclic utilization is not only a vital part of mineral resources saving, but also a way of sustainable development for whole society as well as B Group Co.Ltd.The tailing dam of B Group has been used for over 50 years. It is an important protection facility to tailings, containing iron, rare earth, niobium, scandium, fluorite and other constituents of economic value. Meanwhile, if the reservior where located tens of millions tons of tailings were not managed scientifically, tailing resource is going to be wasted, people living around is about to face safety threatening. These resent years, B Group took many actions to utilize and protect tailings, achieved economic, social and ecologic environmental benefits on a certain extent.Based on the PEST and SWOT analyses, this paper discusses the macro environment, such as politics, economics, society and technology, of tailings utilization for B Group, analyzes the development advantages, disadvantages, opportunities and threats. And then points out the strategy that the company has to take full use of tailings. At last, this thesis states the measures to achieve the strategic target. B Group has to recycle valuable constituent from tailings, use tailings to finance, train professional employees, cooperate with colleges, strive for policy support and strengthen forest development to improve ecological environment affected by tailings.
