Study On The Effect Of Comprehensive Utilization Ofmineral Resources On Welfare

The characteristics of low grades, the resources difficult to use and associated with other resources determines that China must improve the efficiency of resource use through comprehensive utilization. The comprehensive utilization has micro economic benefit and the resources, environment and social benefits all have an impact on the enterprises, employees and government benefits, which has positive externality. Carring out the benefit evaluation of comprehensive utilization from welfare perspective, is helpful to understand the driving mechanism of the comprehensive utilization and formulate the policy system of government macro pursue and enterprises micro pursue.Based on the welfare economics, the time value of money and the income distribution theory, this paper builds a theoretical framework for welfare effects analysis of the comprehensive utilization of mineral resources and study on the benefit measurement methods and the welfare change function of and different stakeholders. Based on the theoretical model and measurement method, the paper carries out the empirical study taking a large copper mine as an example and proposes policy suggestions of comprehensive utilization of mineral resources based on the results. The paper also improves the theory of comprehensive utilization of mineral resources evaluation and answers the problems why the government needs to give economic motivation to mining enterprises. The innovative achievements are in the following:(1) The paper analyzed the benefit of generational relations of mineral resources from the point of view of sustainable development, bring the exploration investment which be needed by find equal resources as the contents of the social benefits, and proposed modeling method.(2) Taking the impact of the project investment of comprehensive utilization on regional economic growth and the exploration investment of equal amount of resources as the content of social benefit as the content of social benefit, the paper establishes the measurement method system of comprehensive utilization of resources, economic, environmental and social benefits.(3) Taking the maximization of public welfare as the goal, the paper establishes the welfare function of workers, enterprises and the government and puts forward the form and the boundary of Kaldor-Hicks efficiency.
