There is a huge gap between Heilongjiang and the developed provinces in aspect of the macro management and microcosmic functional mechanism.In recent years, Heilongjiang tried to form the"Harbin-Qiqiha'er-Daqing industry corridor"as the industry cluster. Heilongjiang means to learn from the successful experience and the common rule and strengthen the enterprises'competition.In this article, the writer put the"Harbin-Qiqiha'er-Daqing industry corridor"as the model to get the developing form. The purpose is to learn from the industry clusters developed countries and find a continuous way of development. The writer suggests to strengthen the infrastructure construction in the"Harbin-Qiqiha'er-Daqing industry corridor"in communication, energy supply and traffic.The government has to harmonize the industry framework. As to put more effort in the industry, particularly in the hi-tech industry; reduce the proportion of the agriculture industry and increase the input of the service industry.Based on that, the writer further analyzed the industry cluster theory from home and abroad. He used the macro economics, micro economics, industry economics and the science of management and other subjects or analyzing methods. In the end, the writer points out his creative idea in the analyzing on the Heilongjiang industry cluster.
