"southwest Of The Six Provinces, Economic Coordination" Cooperation Mechanism

Now world economic globalization and regional economic integration have become the characteristics of the world economics development. So the regional cooperation turns into a prominent characteristic of the global economy, and it is also being strengthened unceasingly. As a powerful method to deals with the regional issues, the regional cooperation can enable each participator to gain the best benefit from the positive externalities, and reduce exterior effect from the negative externalities. So the 11th Five-Year Plan for National Economic and Social Development has placed the regional economy development in the important position. The southwest by its ascendant positional condition, the resourceful predominance and the identity of a participator of the full-scale development program for the western regions, has obtained the unprecedented development opportunity. Now deepening this local regional economic cooperation is an inevitable tendency.The southwest six provinces and cities economic cooperation is the earliest regional cooperative organization which spanned more than one province in our country. It has existed more than 20 years, and made the indelible contribution for the southwest development. However its cooperative mechanism which constituted in the planned economic times has resulted in a lot of problems. Such as can't fulfill the demand of market economic system transform and the regional cooperative development. The regional cooperation has faced with the choke point right now. Therefore our emergent problem is how to innovate the present regional cooperative mechanism, how to sufficiently use the local natural resources, the labor force and the strategic positional preponderance and how to deepen the regional cooperation to promote the southwest economic development.Firstly, the paper reviews the various regional economic theories systemically, elaborates the different policy proposition that each regional economic cooperation theory insisted. The model of European Union's regional cooperation is introduced. Then, based on the principles of regional economy, the paper constructs an indexes system to evaluate the development of the southwest six provinces and cities economic cooperation, summarizes those indexes and finds three different gradients in this area through principal component analysis and linear regression analysis. It also turns out that the economic development of the southwest falls behind the coastal developed area. The paper analyzes the countermeasures and gives the principle, the operational mechanism, the direction and the political guarantee of cooperative and so on. Then, suggest Yunnan province how to do in the face of the opportunity and challenge of the regional cooperation.
