This study found that: the province as a unit small and complete duplication of the layout and construction of the upper reaches of the Yangtze River is the outstanding problems of second industrial development of the four provinces. The different districts in the same region present the different comparative advantages in the different industries for the reason of variety in resources, industrial base and stages of development. Provinces within the region should, in accordance with their own characteristics, welcome the clear division in works, the integration of resources and cooperate in the regional development without the non-coordinated development.This paper analyses various provinces and cities in the region in the second category within the industry in different industries on the comparative advantages as a basis on the upper reaches of the Yangtze River in the second division of labor and integration issues, the aim is to get rid of the regional fragmentation, the realization of regional integration rational division of labor between industry to enhance the overall competitiveness of the region to make reference. In this paper, the writer analysis the secondary industry of the four provinces in the upper reaches of the Yangtze Rive in the view of the macro and meso levels. First of all, the similarity between the industrial structures in the four provinces is compared, using the Similar Coefficient, in order to give an overview of the industrial division of labor. Then the writer make use of the Quotient of the Location and the Concentration Index to figure out the division in labor as different province and different industry considered, basing on the industry comparative advantages. The Quotient of the Location is used to do with invariable analysis and the Concentration Index is used to do with variable one. Add to that, the paper use the two index in both the circle of the upper reaches of the Yangtze River and the whole country and make comprehensive consideration of their comparative advantages in accordance with the systematic classification of the different industries in different provinces, basing on the different index. Based on the analysis above, the paper gives the suggestions on how to deepen the industrial division of labor, the integration of production, and promote coordinated development of regional industrial policy recommendations in the upper reaches of the Yangtze River region.In this paper, the innovation lies in the relative use of various provinces and cities in different industries in the upper reaches of the Yangtze River and two of the calculation of the Quotient of the Location and Concentration Index, calculated in accordance with the results and classification, considered the provinces comparative advantage of different industries, the industrial division of labor condition and then do the analysis. In discussing the four provinces and cities industry consolidation, in accordance with the provinces ,classify the different industries on the comparative advantages of different industries into the "one province gifted", "balanced in provinces" and " non-balanced in provinces "types.This paper views the upper reaches of the Yangtze River as a whole to study the second division and distribution of the industry: the supply of public goods and other natural resources-dependent industries should be developed in all the four provinces. "one province gifted" industry should be developed in the original provinces. "balanced in provinces" industry should be raised in the relative integration of the two or three provinces. "non-balanced in provinces " industry in the upper reaches of the Yangtze River should be promoted in one or two provinces which have the relative advantages..
