Merger and acquisition among enterprises is not only an important trend of world economy development, but also a strategic choice of getting bigger and stronger of enterprise. According to the related statistics, proportion of successful merger example is less than 50%. There are many reasons of failure ones, ignoring merger of different enterprise culture maybe an essential one. Future existence and development of the enterprise is to be decided by two factors, one is resource, one is culture. Most of enterprises attach too much importance to recombination of tangible assets, meanwhile, culture recombination is necessary to go further, which is a long way.When we are planning enterprise culture recombination, one of the important thing is to analyze the target and problems to be solved, which is leading to enterprise culture orientation. According to developing strategy, we should think about demand for the future development. Therefore, new EI is not only to improve enterprise cohesion, but also to guide its future management and development, as well as improve integral competence.Whether merger and programming of an enterprise culture are successful or not, depends on its orientation directly, which is based on the essential research and analysis on the enterprise culture. The article combines the macroscopical environment and industrial characteristics of whole Chinese tobacco industry, analyze the reality and deficiencies of China Tobacco Hunan Industrial Corporation Ltd. 's internal and external conditions, which is on the period of the initial stage of merger, by questionnaire and statistics, etc. The article analyzes the target and orientation of CTHIC's enterprise culture merger, studies results of the investigation precisely, concludes and essentializes the orientation of CTHIC's future enterprise culture, designs CTHIC's enterprise culture system.
