Evaluation Of The Effects Of Policies Of Regional High-tech Industries

Since the 1980s , a scientific and technological revolution characteristic of knowledge-based economy has risen in the whole world, and high-tech industry has developed rapidly since then and gradually become a major force dominating international competition. More and more countries are realizing that in the era of knowledge economy, developing high-tech industry is the inevitable choice for economic takeoff of any nation. The most important exogenous variable for the expansion of high-tech sector is industrial policy which plays a decisive role on guiding and accelerating development of the sector. Therefore, it is absolutely essential to explore the effects of the industrial policy.In such a context of the times, evaluating the effects of regional high-tech industrial policy is of extraordinary sense, which can be able to verify the policy results, provide a basis for the appropriate adjustments, and enhance the oriented, supporting as well as incentives functions of the policy. As a major scientific province, Jiangsu province has always attached great importance to the development of the high-tech industry. As a result, it is of special significance to analyze the effects of its high-tech industrial policy, to evaluate the policy value, reveal the achievements and shortcomings and make recommendations for further improving.First, this paper systematically reviews the basic theories of industrial policy and policy evaluation, focusing on exploring the concepts, standards and methods of policy evaluation, especially for the assessment of high-tech industrial policy. In particular, against the actual situations in Jiangsu province, this paper designs a comprehensive evaluation system to measure the holistic effects of high-tech industrial policies. Form there, the paper adopts entropy calculation methods and fuzzy optimization model to conduct calculations. On the other hand, choosing Guangdong province as a reference, the paper compares the effects of industrial policy of these two provinces. On the basis of empirical research, the paper analyzes existing problems and deficiencies of high-tech industrial policy of Jiangsu province at the present stage, and then, puts forward some preliminary suggestions to improve the industrial policy.
