Reseach On A Comparsion Of Innovation Policy In The High-tech Industry Across The Pacific: China And The USA

Since the 18 th annual conference of the National People’s Congress, innovation-driven development strategy as a country’s national strategy is aim to realize the transformation of economic development patterns. innovation-driven plays a vital role in the high-tech industrial activities。With the rapid development of the high-tech industry, the international communities generally see it as a scale of a country’s international competitiveness standard. Therefore, all countries give priority to develop the high-tech industry as one of the necessary government behavior, which is institutionalizing. To a large extent, the government’s policy contributed to the development of high-tech industry. The study of high-tech industry innovation policy, especially the transnational policy research, is to explore the relationship between innovation policy and the development of high-tech industry and design innovation policies conducive to the development of high-tech industry in China, which has become a pop task in recent years.Innovation policy as a national or regional policy mix to promote the development of innovation is a complex policy system including fiscal, tax, law, finance and other various policies. Each policy in the policy system not exists independently but interact with each other. Its main function is to build a national innovation environment, stimulate innovation participants’ ability, protect innovation achievements, finally realizes the development of innovation driven development. The high-tech innovation policy is a complex policy system including fiscal, tax, law, finance and other various policies to push forward the innovation of the high-tech industries. Policy tools as a kind of bridge played the connection between innovation policy and the policy objectives. So the study of the interaction among innovation policy tools can shows the relationship between the innovation policies.By comparing the different stages of two country’s high-tech industry development, the paper classified and collected innovation policy text from the two countries. First of all, based on the formulation and implement of innovation policy, the paper explore the similarities and differences between the two countries the high- tech industry innovation policy mechanism. Secondly, from the perspective of policy tools and industrial activity type, the paper examines the similarities and differences of the choice of policy instrument types and selection of different industrial activity stages in two countries. Then, from the four aspects of high-tech industry innovation policy of China and the United States including the general situation of high-tech industrial development, industrial layout, industrial structure and industrial organization, the paper research the practice effect of high-tech industry innovation policy and analysis the gap between the two countries. Finally, this paper summarizes the successful experience of the U.S. high-tech industry innovation policy and gives relevant policy recommendations. The purpose of this paper is to give some references to the development of China’s high-tech industrial innovation policy.
