Tt Property Right System Reform

The reform of state-owned enterprises is the key link in China's economic reform, during this period, it experienced three reformation stages including the stage of"extending the right of enterprise independence", the stage of "enterprise contract system" and the stage of "establish the modern enterprise system". However, the low efficiency problem of state-owned enterprises can't be solved due to ambiguity of property right. At present, a few breakthroughs have been achieved both in theory and practice, but there still exist many problems. This essay tries to probe how to reform the state-owned enterprises from the point of property right.The multi-level structure of the modern enterprise property complex features. The first tier is the ultimate ownership and corporate ownership; The second is the corporate ownership and management. And the structure is the most basic rights of ownership structure and control of the remaining residual rights , and the property rights. This relationship is not easy to define property rights, property rights and the modern enterprise is difficult.This paper analyzes the TT company track twice reform process. Studies have shown that the shareholding system reform in state-owned enterprises lies in sorting out property rights relations and the establishment of an effective structure, establish a sound corporate governance structure. Diverse ownership in the enterprise restructuring, part of the assets or all of the assets should be paid to clear natural, it is highly distinct property signs, diversified property rights are structural, legal, social and foster a full and fair competitive market system, the distribution of state-owned shares to several agents of state-owned assets, the equity structure is reasonable structure, the management structure of state-owned enterprises is guaranteed. The results of this study are of important reference value for policy-making state-owned enterprise reform.
