Technical Barriers To Trade, Economic Analysis And Countermeasures

With the acceleration of the world economy integration, the liberalization of trade has been a irreversible tendency. But at the same time, technical barriers to trade(TBT) as the main new trade protective method have been prevailing. TBT which exceeds the proper range makes obstacles for the export and import of the goods artificially, and betrays WTO's aim of free trading, especially makes serious bad influences to the developing countries represented by China. This dissertation's research task comes from this background.First, it lodges the background and reality sense of the research task, analyzes the research condition of home and abroad, decides the main content of the research and outlines the framework of the article on these bases.Second, it explains the connotation, characteristics and displaying ways of TBT from theoretical angle, elaborates the laws regulated by WTO, analyzes the function mechanism alternation of welfare after execution and the generation root of TBT by using neoclassical trade model, and forecasts the development tendency of TBT.Third, it studies the TBT practicing condition of western developed countries such as America, EU and Japan, relates the law document, executing organizations, working characteristics, and makes further analysis about these specialties.Then, it analyzes the TBT's double effects to our country's export, meanwhile it also analyzes the influence of import goods to China. Basing on the analysis mentioned above, it points out the existing problems of China when she confronts TBT. These problems, China is facing ,make it purposeful to provide some suggestions about how to establish the TBT protection system of China in the later chapter.At last, it provides the corresponding tactics and the relative measures which should be taken by the government, profession association and enterprises and puts forward some suggestions to build our own TBT protection system by using developed countries' mature practicing experiences combined with the conditions in which China has been suffered from TBT. Our own TBT protection system can improve our ability of supervising import goods, forbid the products , which are illegal to come into our country according to technical laws and standards, So as to protect the health and safety of our people , animals and plants, and at the same time make it sure that the development aim of our economy and society can be finished.
