| As a new-emerging section of significance, the economic value and social value of logistics has seen its admittance among international societies. In the developed countries such as U.S., European and Japan, logistics has been incorporated in the development of national economics. The development of logistics industry has gained active guidance and support by laws, regulations, blueprints and plans. However, in China, owing to the late emerging of logistics, deficiency occurs in theoretical field with respect to systematic studies on logistics and strategy in terms of industry economics.First, this paper defines logistics and describes its industry attributes and its compound characteristic, which is the base where this paper lies on. Logistics attributes require policies of exactly specified directing blueprint and aim, and of related administrative system and industry development. Therefore, this paper makes up for logistics industry theory by studying deficiency of logistics policies. Second, the writer basing his analysis of domestic logistics and its problems on SCP from the perspectives of market structure, market behavior and market performance. The above mentioned problems are: excessive number of enterprises, low degree of market centrality, over fierce competition owing to the involvement of majority of logistics enterprises in low-end logistics market. Besides, logistics enterprises employ cost with weighted cost pricing strategy yet no prominent service differentiation, hence the merging of logistics enterprises and alliance behaviors. Our domestic logistics industry is at a comparatively low level speaking of resource allocation efficiency, scaled structure and technology. Third, this paper elaborates on the description of and comparison between the logistics management system and developing strategies in the U.S., Japan and European countries. It turns out that each national government guide and support logistics from the perspective of coordinating industry development and managerial system through setting down legislation policies and administrative policies. This finding is of great facilitation to China's logistics policy making. Then, the writer gives a summary and comparative analysis of domestic logistics administrative system, laws and regulations and finds out that domestic laws and regulations are deficient in systematic, spontaneous, directive and feasible administrative policies.Last, concerning with domestic logistics development and current policy, based on the goals and principles of industry development, this paper offers a proposal from the aspect of economic, legislative and administrative regulation making, to construct policy frame for the full fledged development of logistics Industry. |
