If enterprise and university or research institution share the income by fixed proportion, the subsidize research coefficient of the enterprise are positive related to future income and negative to the marginal cost; The research expenses will increase with the increasing of subsidize research coefficient; When consideration both parties have to the benefit be the biggest, total expenses always is bigger than that in consideration respectively benefit, namely the whole rationality will bring more benefit than personal rationality.Chapter 4 states the cooperation between DULT and JINZHOULIULU about carbon dioxide recovery, and discusses the effect of difference of targets, information and risk to the determination of enterprise,university,research institution. It gives the conclusion that the enterprise would like to cooperate with university or research institution, which has strong research ability and good fame, university or research institution maybe cheat in short time, but in the long run, honesty would be their best strategy.Chapter 5 points the problem of IURC in China out and the policy implication. It suggests that government should emphasize the establishment of perfect policy environment, patent protection system, the main body status of enterprise in IURC, improve the function of science and technology agency, and make funds chain more rationalization.
