Personal Information Protection Authentication Mechanism

When it steps into 21 century, top technologies develop enormously, which influence people's living conditions, mode of life and even their thoughts. At the same time, Personal information security has been threatened tremendously. As a combination word of personal and information, personal information had been used so long. But the frequent use of personal information, as well as personal data and the other similar words did occur since the appearance of Internet. The whole information resources including personal information are extremely active than ever, because the Internet make it convenient and cheap to process and transmit. At the same time, it is increasingly serious that personal information has been illegal access, destruction, disclosure and trade. Regarding to the above situation, as the weak counterpart, the consumer are not capable to notice or hardly to deal with the illegal actions they found. In our country, personal information protection is brought from foreign countries with Chinese characteristics. Personal information protection has come to the attention of foreign government, and their protection has come into being management system. That exerts an influence on foreign trade in many industries of our country. Beginning with that situation, this thesis tries to discuss the background, domestic and foreign actuality, protective system of personal information protection, and analyses the management system and certification system of personal information protection in our country.The four parts of the thesis are as follows:Chapter 1 mainly concerns about the necessity of the personal information protection. Firstly, it introduces the meanings and characteristic of personal information and compares the similar concept of personal information. Secondly, it illustrates insecure factor of personal information, including abuse and disclosure etc. Thirdly, it mainly discusses increasing necessity of the personal information protection. Finally, it point out the industries that relate to personal information protection. Chapter 2 mainly introduces the actuality of the personal information protection abroad, while making comparisons and analyses of the different protection modes. Firstly, it introduces the actuality, policies and statutes of the personal information protection in some countries and national organizations. Then, it compares the two typical international modes of the personal information protection——the EU mode with legislative regulation and the American mode with self-discipline, and indicates the international management modes of the personal information protection will accord.In chapter 3, firstly, the thesis describes the actuality and problems of the personal information protection in our country. Then it refers to the protection policy of the personal information protection in Dalian software and information service industry. Finally, it points out that the protection mode of the personal information protection which will be established in our country should consider the legislative regulation as the most important, while self-discipline and technical protection as assistance. At the same time, the consciousness of personal information protection should be enhanced in our country. This chapter makes an in-deep research on the management system of personal information protection in our country. It is the key-point of the thesis and has significant value in theory.Chapter 4 mainly discusses the certification system of the personal information protection. It introduces the system structure and certification program of Japanese P-mark and Dalian PIPA in detail. On the basis of that, it offers some proposals for certification program in our country in the future, mainly including of organization system and how to inspect the operation etc. That is the innovation of this thesis.Personal information protection is not only need the concern in academe, but also need the concern in the whole society. Personal information protection is shoulder heavy responsibilities in our country.
