Republic Of China Hangzhou Utilities Study

Modern sense of public utilities, first appeared in the port trade city like Shanghai and so on after the Opium War. Although Hangzhou is close to Shanghai,the urban construction especially the development of public utilities lagged behind, it was much slow. In particular the building of water plant which was close to people lives was plagued with setbacks and founeded late. The Hangzhou water plant is the entry point of the paper, it talks about the development of public utilities of the Republic of China. The paper organizes and analyses the building background, the building process,management situation and the charcteristics of public utilities about the Hangzhou water plant, it is compared to other water plant in different regions like Shanghai and Beijing, so it provides a new perspective which we can understand the development, evotion and actual effect of Hangzhou public utilities in the Republic of China. The article points out that urban development needs of progress of public utilties, the progress of public utilities promotes the development of the city, the interaction between them constitutes the preliminary modernization of Hangzhou city.
