Construction Supply Chain Management Framework System

In the market competition of knowledge-based economy, enterprises no longer exist in a closed environment, but in an open system that has widespread relationship with external economy entities. Therefore, the modern enterprise competition is no longer the competition between sole enterprises, but is the competition among supply chains. The concept of supply chain management emerges thereout, it meets the demands of enterprise development and cross enterprise cooperation; thanks to the advanced information technology, it is gradually developed into a flourishing and advanced enterprise management pattern which bases on information technology.The supply chain management originates from the prompt manufacture theory and logistic theory; it's used widely because it can reduce cost of enterprise management and risks from enterprise running, and promote close cooperation among participators and etc. The construction industry is very special; the traditional management patterns already by far cannot satisfy the need to develop; so in order to enhance the enterprise competitiveness, a new management pattern must be developed to substitute for obsolete ones; in this case, the supply chain management gradually becomes a focus in the construction industry.Established on the whole construction industry, the paper analyses the core content and the necessity of put SCM in practice. According to SCM theory, the reform of construction industry must be done not only inside but also outside. So business process may be reengineered inside corporations and favorable symbiosis among participators should be cultivated outside corporations. As a result, supply chain net relationship could be established which makes big contractors as core corporations and material and facilities providers, designers, sub-contractors and owners as partners.Concerning the paper's skeleton, at first, the meaning and capital theories of SCM are introduced briefly (chapter 2); secondly, based on the characteristic of construction industry in China, this essay puts forth a proposal for construction supply chain management, which includes the research direction of construction supply chain management, content of construction supply chain management system (chapter 3); at last, learning from the successful supply chain management experience, it also proposes certain practical and operative countermeasures on several controllable aspects in an enterprise (chapter 4).
