It Consulting In The Information Asymmetry And Its Countermeasures

The development of economic globalization and information network has formed the world's most advanced productive forces. How to make use of modern information technology, and continuously improve the efficiency of production, management, administration, and decision-making through in-depth development of information resources and extensive usage, to improve the economic efficiency of enterprises, how to employ the information technology to enhance enterprise's core competitiveness, give play to the new-coming advantage to drive industrialized construction, is now becoming the focus of most enterprises.This paper first put forward the definition, classification of IT consulting; summarize the current situations, development trends of IT consulting industry. IT consulting market can be divided into two categories, namely, the market that software vendors themselves provide advisory services, and the market that consulting firm which acts as the agent of the software vendors providing advisory services. And then the relationship between IT consulting and enterprise's informationization, the impetus to enterprise's informationization were analyzed. The enterprises of our country have often overlooked the important role of IT consulting company while implementing the management information system. We can conclude that this is one of the most important reasons which lead to the low success rate regarding implementation.Secondly the theoretical foundation of this paper was explained, i.e. the theory of information asymmetry. The main research scope of information economy was summarized, and the reasons for the occurrence of asymmetric information was analyzed, then Adverse Selection, Moral Hazard, and Signal Display, Signal Discrimination Model and Principal-agent Theory were discussed.Then, the services content of IT consulting for our enterprise was analyzed in detail. It can be divided into four stages by the time sequence, namely the project planning and demand analysis phase, product and vendor selection phase, the project implementation phase, the operation and maintenance phase, the business focus at every stage were explained. This paper attempts to found the root cause of information asymmetry, and explore the possible effective counter measure through in-depth analysis of the asymmetric information between enterprises and IT consulting company, and flexible applying the basic theory of information economics in the course of the analysis of enterprise's informationization.Finally, the solutions were proposed. We can eliminate the asymmetric information and the risk aroused from the process of enterprise's informationization by setting a mechanism, i.e. the mechanism of Information Supervision. The definition, overview model, implementation procedure and main contents of information supervision were discussed. By a case study of supervision operation for a social insurance system trouble shooting, the value and importance of consulting supervision (one kind of information supervision) was proved.The innovation herein lies in analyzing the problem of China's enterprise's informationization from the perspective of IT consulting industry, and discussing the information asymmetries in the process of IT consulting by using the core theory of information economics, finding a new way to explore and summarize the successful experience and lessons learned by failure through case study, proved the necessity of information supervision. To promote the research of information asymmetry and countermeasure in IT consulting, explore the mechanism of reducing and equilibrating the privately owned information, have directive significance for the information construction of our enterprises and the healthy, benign development of IT consulting industry.
