Yancheng Coastal Shoreline Development Strategy Study

Yancheng is a medium-sized city which was built along the coast in Jiangsu Province. The development of Yancheng economy is closely linked to the exploitation of tidal land resources through out history. Dongtai, Sheyang, Binghai and Xiangshui border on the Yellow Sea within the boundaries of Yancheng. There is a 583 kilometer coastline in Yancheng. The tidal land along the coast is 450,000 hectares in area which covers 70 of a percent of that in Jiangsu Province, one seventh of that in China and is abundant in tidal land resources. People who live along the coast are engaged in production on the vast tidal land through out history. Since thousands of years ago, the exploitation of the coastal tidal land has experienced a long tortuous developmental process-----hunting, fishing, firewood, pick, salt boiling, scraping kitchen range and starting reclamation. The exploitation of each period has made positive contributions to the development of society and economy. But as a big tidal land city, which is abundant in resources, its coastal tidal land exploitation levels are relatively low. The contributions of the coastal tidal land exploitation to the development of the society and economy of the whole city is not corresponded to its abundance in resources. Compared with the east coastal areas, it is still in low ebb and it hasn't given full play to its resources advantages. The exploitation potentialities and space of vast tidal land resources are still enormous. Only if we fully exploit the valuable coastal tidal land resources can we propel Yancheng to mount a new step.This paper first makes an analysis of the tidal land exploitation in Holland, Japan and Republic of Korea, of the tidal land exploitation practice in Yue, Min, Zhejiang and Jin, and of internal and external environment of Yancheng tidal land exploitation. Based on the theory of economic management and public administration to analyze theoretically the current situation of Yancheng tidal land exploitation, it is intended to find the reasons that lag behind Yancheng tidal land exploitation, to get a further and clear understanding of advantages of Yancheng tidal land exploitation under the present situation, and to establish the objectives, strategic projects and safeguard measures of Yancheng tidal land.This paper holds the view that the developmental changes of Yancheng tidal land exploitation are the results of the following factors, which play a part in them, that's natural conditions, developmental situations of productive forces, social politics and regional economic developmental conditions. Yancheng tidal land exploitation is relatively backward because the government hasn't attached much importance to the coastal tidal land exploitation, has invested less in tidal land exploitation, hasn't seized the fast coastal economic developmental opportunity after reform and opening-up or timely readjusted the tidal land industrial structure, hasn't made best of coastal ports' advantages and hasn't developed properly in coast industry and export-oriented exploitation. This paper puts forward the strategic objectives and projects of Yancheng tidal land, based on the analysis of current condition of tidal land exploitation and points out the safeguard measures of Yancheng tidal land exploitation strategy. It is proposed that Yancheng tidal land developmental strategy should be shifted from agricultural economic mainstay to industrial economic mainstay and greatly develops coastal port and industry in order to build Yancheng into a modern industry area and make it an important growth engine of Yancheng economic development.
