The electric power is one of national foundation industry. It is closely linked with the healthy development of national economy and people's daily life. In several decades after the foundation of new China, the electric power industry investment and the management are basically in charged by the country, which has very strong monopolization, therefore the local, individual, and the foreign capital can not get into the electric power investment market because of the barrier of the state investment policy.In the management of power transformation project, our country has continuously applied the planned economy management system came from USSR since long ago, which has formed the way of project management by taking the fixed administration as the object. In the traditional management of power transformation engineering project, we usually carry out the management separately for the progress and expense.The marketing internationalization of electric power energy development, and the keen competition, raises the risk management of the project's time progress as well as the expense management to a new level, makes it the question that urgently need to solve in the current power transformation engineering project.This paper starts from the general project investment risk, combines with the characteristic of power transformation project investment, and seeks the risk origin of the project progress. Meanwhile, it throws an angle of view from the owner or the investor's management, studies to utilize expense to carry out the control and management for the progress risk of the project. It also introduces wins-value computation model, uses the expense achievements index, the progress achievements index, the expense deviation and the progress deviation index to synthetically reflect the real situation of the project implementation. The paper mainly studies the method of the progress risk control utilizing the expense.Finally, with specific case of Jiangsu Province's power transformation engineering project, the paper analyzes application effect of utilizing the expense to manage the progress risk.
