Ningbo Yinzhou District, Urban Agricultural Development Strategy Research

Urban agriculture emerges with the rapid industrialization and urbanization, which is one of the inevitable products when the city reaches a sufficient economic level. It is a new agriculture centralizes product, life and ecological function. The urban agriculture is modern agriculture trend, and gradually becomes the research hotspot of agricultural economy.Under the background of building the harmonious socialism society and accelerating the construction of a new socialism countryside, this paper uses the system theory as a guide, applies the related theory of Western economics, Management, statistics and the combinational analysis methods of normative and empirical, qualitative and quantitative, micro and macro, static and dynamic. Also this paper has a systematic study on the development strategy of urban agriculture in Yinzhou Ningbo from a number of aspects, such as theoretical research, practice analysis, strategic vision, system innovation and suggestions.Firstly, through searching a large number of domestic and foreign literatures, this paper analyzes and summarizes the urban agriculture meaning, basic feature, function, theoretical basis, and distinguishes the similarities and differences among the concepts of urban agriculture, suburban agriculture and rural agriculture which based on the concept and development of urban agriculture. Also, reviews and analyzes the development process of urban agriculture in the main country of the world, sums up the main development modes and try to provide a reference for the development strategy of urban agriculture in Yinzhou District.Secondly, in order to formulate the development strategy of the urban agriculture in Yinzhou District correctly, this paper proposes the indicator system of sustainable devdlopment of urban agriculture and determines each indicator's weight. Moreover, through large amounts of data calculation and analysis, it conducts an empirical study for Yinzhou urban agriculture. It evaluates the development level of urban agriculture in this district and forecast its development prospects.Thirdly, the author utilizes the SWOT strategic analysis framework to systematically analyze the conditions, advantages, issues and challenges for developing urban agriculture. It concludes that Yinzhou not only has a advantage in agricultural resources, natural environment, agriculture industrialization, tourism and leisure agriculture, but also has a good polity environment, strong economic strength, excellent geographical location and good technical support as external conditions. In addition, this paper also analyzes the weaknesses and threats for developing urban agriculture in Yinzhou District, such as, land reserve, water supply, agriculture marginalization, regional agricultural competitiveness in Yangtze River Delta, and social service system.At last, the purpose of this paper is to formulate the development strategy of urban agriculture in Yinzhou District scientifically. In virtue of qualitative and quantitative analysis method, this paper proposes the strategic guiding principle and objectives for developing urban agriculture in Yinzhou District, determines the strategic focus and strategic plan of this district's urban agriculture from the two aspects of development model and functional layout. Finally, using the theory of the institutional change and game theory, it systematically analyzes the formulation and implementation process of policies about urban agriculture, and proposes the policy measures for ensuring the implementation of the development strategy of urban agriculture in Yinzhou District from the aspects of politic advise and focused strategy.
