How to improve fanners' incomes is a difficult problem of current china economy,the deep-seated problem of which is the transfer of the rural surplus workforce.There are many mathods to increase rural incomes ,however the serious oversurplus of rural workforce,small amount of resources per head,insufficient demand of famer produce are inevitable problem all along.The critical point of increasing farmers incomes is to bringing about an transfer of the rural workforce to nonagricultural employment ,which will drive the increasing of famer produce demand,promote the adjustment of agriculture structure and raise the average amount of resources per head.Studing on the transfer of the rural surplus workforce is very important to increase farmers' incomes and build a new socialist countryside.On the basis of studying a large amount of Chinese and foreign docunments ,the paper discuss the current situation and problem of the transfer of the rural surplus workforce and point out that it is crutial to increase famers' incomes sustainly.The development effect of the transfer of the rural surplus workforce is discussed and it is refered to that resources can be recollocated, urban industrialisation can be accelerated , social demand can be enlarged and large interest can be acquired by farmers.The restrict factors of the transfer of the rural surplus workforce is analysed and it is refered to that the current system of household registration,land policy and education level of farmer restrain the transfer of the rural surplus workforce seriously. System innovation and policy tendency is putted forward that ownership of land should be clear , transfer qualification of household should be relaxed,and the service of health should be development.
