With the whole world swept by the process of economic globalization today, Culture fuses and economic cooperation come to be ordinary. Meanwhile, the conflicts between business management and cultures are becoming more and more serious, especially the Human Resource Management. Enterprises in different countries have also putting more energy on such kind of research of effective management model in enterprises under different cultural background, so that they can bring the raise of the economic development level and the competitive ability for their own countries. The management modes in different countries appear to have their own characteristics. This paper compares different models of human resource management (HRM) in both Chinese and foreign enterprises from the view of culture differences.We start by describing the characteristics of Western management ideas when we analysis the cultural differences between Chinese and Western countries. Then we analyzed the original reason of cultural roots for it. Furthermore, we analyzed how those differences are performing in the procession of Human Resource Management both in national and foreign corporations. After making conclusion of those different HRM model in China, the United States, Japan, Germany and South Korean, we are making comparative analysis for their historical and cultural difference also. Finally, this paper gives some ideas for improving the human resources management skills in the state-owned enterprises of China. The purpose is to help the enterprises pay more attention to the role of the culture from now on in order to improve their management efficiency.
