Form 1876 to build the first railway in China to now, the railway operating mileage of China has reached more than 90,000 km, accounting for 6% of global operations mileage, accounts for work completed 24% of global rail. Faced with such a huge railway network, China's railway management still continues the planned economy era management style, this classic pyramid style of management has "HIGH, BIG, HALF," features, This style is not conducive to grass-roots level to start Self-management according to market demand stations and slow response to market changes. Meanwhile, China railway management remains the zhengqigeyi mode, Ministry of Railways direct management railway transport enterprises lead the instructions must layer transfer,the management is very inefficient. As the socialist market economic reforms in-depth, Current management system has exposed many shortcomings, how to break the existing management system of the railway industry, building a new system both maintain railway industry public welfare and can be guaranteed into market competition is our problems to be solved.This thesis is based on this purpose,form study on in domestic and abroad mature railway mode reform to discussed our railway management mode reform.first, analyze the railway public goods property, natural monopoly properties, multi-product features such as railway and other industries as market participants different characteristics, thus establishing the railway management can not be like other industries, complete with modern enterprise system, and can not be completely compete in the market of its laissez-faire; Secondly, sort out the change management process of the railway since our country is founding, the railway industry existing management model was studied, analyzed the advantages and disadvantages of such a centralized system management, and the need for reform are described; once again, studied the United States,Japan and other developed countries management,and with the situation of our country illustrate why China can not copy the western model. Summary of management reform in the railway industry should pay attention to the problem;Finally, based on the previous study, depth discussions the management of the China Railway Industry Reform, to the "vertical separation" in China have been adaptive and extended the early implementation of the "vertical separation"concept,and give a new meaning. Identified the main line of reform is to be " Separation of Commerce and Business" to achieve the purpose of separating government and enterprise, Then the division of public welfare and commercial re-composition of the railway industry has split public welfare institutions, and commercial transportation companies. In the end of this chapter raised several policy recommendations for the reform of China's railway industry.
