The tobacco industry is being drifted into the global competition environment as WTO is getting much powerful influence on China. The social environment for tobacco industry is becoming more and more difficult because WHO had ratified the Framework Convention on Tobacco Control in 2003 and the whole world has arising a new anti-cigarette action at a higher altitude. because Chinese tobacco industry must insist on the national tobacco monopoly system and must persist the marketing reform. Facing the challenges, how Chinese tobacco industry participates in the competition within the markets inside and outside positively? How Sichuan Tobacco gets the opportunity while the unified market of tobacco is establishing in China? This is the question that Sichuan Tobacco must think deeply and answer clearly.Facing the opportunity and challenge and summarizing the marketing experience through the past time, the paper has constituted a solution of developing strategies and operation management system according to the conditions of Sichuan Tobacco itself. The paper is based on the national's 15th planning and the requirements of the State Tobacco Monopoly Administration(STMA).According to the current management status of Sichuan Tobacco and the total requirements of STMA , and based on the strategy-culture-operation trinity management system for Sichuan Tobacco, the paper designs the direction and key-tasks for and the 15th Planning Period. Further more, the paper also designs eight solutions, including the Solution of Cigarettes Distribution, the Solution of Planting and Operation of Tobacco Leaf, the Solution of Import and Export Business, the Solution of Human Resource Management, the Solution of Finance Management, the Solution of Monopoly Management, the Solution of IT Construction and the Solution of Infrastructure Management.Three innovations of the paper are as follows. First, it constructs a management model of dimension framework of strategy, culture and management of an enterprise. And the strategy is the direction and target, while the culture is the soul, the basis, the core and the key. The management is the rules and the creative capability, and it is the standardization and criterion. Second the paper digs deeply and discusses completely the core value,"People are the essence, law the post, and moral the first", of Sichuan Tobacco, and enriches the value more theorization, systematization and regularization under the new situation, new opportunity and new challenge. Third according to the strategy-culture-operation trinity management system, the paper puts forward the direction, key tasks and solutions in 2005 and the 15th Planning Period for Sichuan Tobacco, which makes the company's vision and culture come true in the operation and management.
