In our country, the private enterprise develops very quickly. But, they are many troubles in the design and management of salary system. This text with case analysis research method, elaborated the general path of the salary system design in small scaled private clothes enterprise. According to a individual proprietorship private enterprise—WenWei Clothes Enterprise, which locates in HaiZhu district of GuangZhou and nearby the ZhongShanUniversity. Analysis the problem in their salary and encouraging system, we pass to investigate, check to seek reason well, and make good use of the very existing general theories concerning salary: Need layer theories, enhance theories etc; General principle: The balanced principle of the salary performance, salary target constitution participating principle etc. Take these principles as premise, and according to the characteristics of WenWei clothing factory and the development stage of it, we put forward the reform design way and step speculation of salary system in the small scaled business clothing enterprise run by private capital, and put forward the concrete implement project which designs salary system further in the meantime. Finally, in order to evaluate the implement result of the salary system after designing, form enterprise and employee's two different angles carried on valuation, also outline improvement measure in WenWei clothing factory after carry out new salary system. This research provided beneficial example for the salary system design of private enterprise.
