In recent years, the state-owned enterprise property right reform of our country has obtained great success which attracts worldwide attention. However, there are still some problems in the reform because of many factors. Currently pushing on the state-owned enterprise property right reform becomes a vital and urgent duty in our country, and the importance of the reform performance evaluation turns to be more and more obvious. Therefore, this article is written to design a set of scientific method in order to examine the reform performance and summarize thereform experience.This article first relates the history and the present situation of our country state-owned enterprise property right reform summarily, and educes the necessity of designing a set of scientific reform performance evaluation system based on the existent problems in the reform. Then, this article adjusts some correlative index proportion of the existing performance evaluation system by using AHP and designs a set of improved evaluation system. Whereafter, according to the improvedevaluation system, this article takes 40 small and medium-sizedstate-owned enterprises of Liuzhou city as a sample, and draws anclusion that the reform performance of Liuzhou city's small andium-sized state-owned enterprises is remarkable because the resultse demonstrated by Paired Sample T Test, One-Samplelmogorov-Smirnov Test and Wilcoxon Signed the Ranks Test. Thus, performance evaluation system of the state-owned enterprise propertyht reform which this article has designed confirms to be rational.ally, this article concludes the results of the demonstration, and tables proposals.
