Government Investment Projects, An Accountability System Research

This thesis systematically and deeply analyzes the theoretical questions and practical questions of the investigation system of decision-making responsibilities of government-investment projects.Government-investment projects mainly involve the fields that have close interests of common people such as public basic facilities. Therefore, the establishment of the investigation system of decision-making responsibilities of government-investment projects to monitor and control those government-investment projects is an inevitable result for modern democratic government to promote legal construction with the guidance of human-fundament. In fact, government ruling-by-law should contain the aspect of responsibility.
