Project Procurement Management plays a vital role in the entire project management. The project purchase cost accounts for 50%to 60% of the complete project cost. At present, in our country industrial enterprise's product sale cost, purchase cost is about 60%, for Commercial department's about 80%.WBS is the core method of project management; it passes through to the project management throughout. Along with project management by more and more businesses and organizations understand and use, WBS, the core tools of project management, plays a significant role to improve the level of management, it has also been recognized by more and more people .However, the current research of combining WBS and procurement management is still less than the new domain in domestic and international projects research field, This paper attempts to carry on some discussions in the field.The paper in the first part briefly introduced the background of the research, the purpose and significance, the theoretical basis for the study and the research object in the introduction. Then the second part is related theory of WBS and procurement management .After that conducted the key research on WBS and the purchase management union aspect in the third part , adopted the method of applying theory to reality, analyzed supermarket procurement management of the author's unit, discovered the problems of the Purchasing Management and found the causes , then proposed the solution of utilizing WBS to the purchase management to anticipate to solve the problem, and developed the scope of this study to the goods procurement management, it were discussed that WBS be applied to all purchases of goods Then made out goods procurement management work breakdown structure chart. There is hope that the study could play the certain positive role to the WBS application and goods procurement management.
