| Telecom industry has been going through significant changes due to globalization, growing competition and implementation of 3G technologies. In 2006, while the revenue of traditional voice business is shrinking, data business continues growing its share of total revenue. As quality of people's life has been improving rapidly with economic development, tradition voice business can no longer meet consumers'diversified and personal needs at different levels. To meet customer's ever-changing and increasing demands and to increase market share under such a dynamic business environment, telecom enterprises has been constantly reforming technology and building telecom infrastructure through a variety of projects in support of expanding range of service, as result, telecom projects nowadays are tends to be short-term and timely basis.This article is constructed based on project management theory and author's experience in managing telecom projects based on new technology, by analyzing the real case of system of"phase 6-coloring ring back tone"of China Mobile Group Sichuan Co.,ltd, author demonstrates how telecom operator ensures the successful implementation of the project by managing the project scope, time and risks. Upon thoroughly studying and analyzing project management methods and strategies of the case, author also offers some suggestions on how to conduct the same kind of project by identifying some best experience and lessons. |
