Build A New Rural Medical Security System

China is a large agricultural country with the developing. Agriculture, rural and farmer are the major issues which affecting China's economic and social development. "There are no national developments without the development of agriculture, and the stability of nation depends on the stability in the rural areas". Rural medical protection system, as an important component of the social security system in rural areas, has the immediate and long-term significance to the stability and sustainable development of rural areas. So it attracted a high degree of attention. In 2006, the government work report pointed that the scope of the pilot project for a new type of rural cooperative medical system should scrap the 40 counties. On the Fifth Session of the Tenth National People's Congress which held in year, Premier Wen Jiabao said in his government work report once again, "Our government want to pursue actively new type of rural cooperative medical system, and expand the scope of the pilot project more than 80% of the nation's counties (Cities, District)." It will establish a new type of rural cooperative medical system nationwide one year ahead.Through establish and improve the rural medical security system, we can not only provide the equal rights to farmers about surviving and health service, but also can improve the national health conditions, and level up the efficiency of health services, enhance the quality of rural life, promote the sustainable development of rural economy and human resources. It has the following theoretical and practical significance that targeted proposed to set up the new type of rural medical security system in rural areas and improve it. First, it is be propitious to understand the rural medical security system comprehensively; second, it can provide a theoretical basis for the establishment and improvement of rural medical security system.For this reason, I choose this subject. I hope that the points of the current rural medical service and my superficial view will make people pay more attention to the reform of China's rural health care and enhance it together.This paper is divided into six parts. The first part is introduction. First, I introduced some of the theories and concepts about medical security; then, describe the current researching profile at home and abroad on this subject; finally, this research method.In the second part, using the main line to the cooperative medical, we review the history of China's rural medical security system. The cooperative medical system in China's rural areas has experienced several ups and downs, and on the whole, it's development is embarked on a tortuous path.The third part is the current situation and the problem of China's rural medical insurance system. Effectively solving the problem of fanners "seeking medical treatment is difficult, expensive," reducing the burden on peasants, is the current focus of the work of one this government. Therefore, within a few years, considerable progress has been made in the development of China's rural medical security system. But there are still many troubles such as the funding difficulties, the government investment is inadequate, the difference between urban and rural areas is bigger and bigger, etc. We still need to improve all aspects of further cooperation.The fourth is on building a new rural medical security system for comprehensive analysis, including the need, feasibility and constraints analysis. After the reform and opening up, China's economic level has been greatly grow. However, the imbalance in economic development has greatly intensified, the population movements increased, urbanization in the further development inevitable requirement for building a new rural medical security system. On one hand, the development of economy, raising the incomes of peasants, the government's strong support, will consolidate the new rural medical security system; the other hand, domestic reform process provided valuable experience and learn from. Meanwhile, there are some systems, economic and social factors. These factors have constrained the establishment and improvement of the new rural medical security system.Part V, on the basis of the former analysis, the author designs the model for the new rural medical security system. It roughly is divided into three levels: the first level is a function on the basis of public health and disease prevention health levels; the second is the new type of cooperative medical system as a main in the whole system; meanwhile develop higher levels of the supplementary medical security. Three different levels which oriented groups and their needs, not only flexible, as needed, also can complement each other, forming an integrated whole. It breakthrough in the functional defects of the original single-level, and has a huge potential and living space.On the basis of the former problems and constraints, the sixth part gives some suggestions to the current and future policies. First, clear the government's responsibility, increase government investment, and strengthen government supervision; Second, establish a scientific and reasonable funding mechanism; Third, reform the household registration system; Fourth, improve the rural medical assistance system; Fifth, integrate the reform of the medical with medical security; Sixth, perfect the legislation of rural medical security.
