As the economic center in the world gradually transfers toward the Pacific Asia region, Asia has become the transportation center of international container trade. As a result, setting up international hub port is now the problem which the main shipping nations of the region concerning about. With the changing of international trade situation, port charge has become one of the important factors that influences ports'competition ability. At the same time, as the port charge influences the cost and performance of shipping companies, it is now a main facter to be considered while the shipping companies making their choices. Therefore, it is worth to research into the issue that if it necessary for the ports matching both parties' benefits when making the charge decision to achieve a win-win situation.First of all, the text summarizes the competition among ports of the region and give the purpose and technique route of the thesis. On the basis of comparison of the principle, category etc among ports in and aboard, chapter two analyses the differences. By discussing the factors which influence port charge, the text explains the importance of port charge in the choice of shipping companies. Chapter three researches the theory foundation, characteristics and advantages of bi-level programming model, analyzes its applicability to the port-shipping cooperative game charging system. Chapter four sets up the port-shipping cooperative game bi-level programming model on the basis of analysis. Then it solves the problem by using sensitivity analysis based algorism. Chapter five analyses the differences and similarities of the port charge among Shanghai,Fushan and Gaoxiong, and sets up a bi-level programming model to calculate the superior value of the unit container loading fee in Shanghai, then analyses the result. In the end, the text carries on summary and some suggestions to enhance the port charge policy of the nation.
