Research For Evaluation Of Science And Technology Innovation Ability Of Agriculture

This paper systematically analyzes the conception of science and technology innovation of agriculture and its component elements, as well as science and technology innovation ability of agriculture and the establishment of integrated evaluation indicator system by means of theoretical analysis, qualitative analysis and quantitative analysis. Respectively based on the three Research Institutions attached to the Agriculture Ministry and six areas of the whole country as the subjects, the paper studied the above mentioned empirically and verified the feasibility of indicator system.Firstly, on the basis of systematical analysis of innovation theory and the conception of science and technology innovation of agriculture, the paper defines the conception of science and technology innovation ability of agriculture and puts forward that science and technology innovation ability of agriculture is a combination of many technical ability factors matching and affecting each other mutually. According to its conception and characteristics, it points out that science and technology innovation ability of agriculture consists of four subsystems, namely, human resources, basic innovational ability, achievement ability and achievement transformational ability .Secondly, according to previous analysis and the principles of integrated evaluation indicator system and referring to many sets of relative indicator systems, many indicators are chosen and designed, which reflect the essence of the agricultural science and technology innovation, the present situation and developing potentials after a series of continual comparison, screening and systematical adjustment. Eventually an integrated evaluation indicator system is established.Thirdly, upon the theory of integrated evaluation indicator system of science and technology innovation ability of agriculture, a more practical quantitative evaluation indicator system has been screened out and an integrated evaluation indicator system established, which consists of 1 total indicator, 4 first-order indicators, 10 second-order indicators and 30 third-order indicators. Furthermore, the indicator's weight has been set up, the integrated evaluation model established and integrated evaluation indicator system improved.Finally, by means of integrated evaluation indicator system, the paper evaluates and analyzes science and technology innovation ability of agriculture in the three research institutions attached to the Agricultural Ministry and six major areas of the whole country. It shows that the result conforms to the present situation and verifies the feasibility of indicator system. Meanwhile, the evaluation result provides essential basis for taking right countermeasures to improve science and technology innovation ability of agriculture.
