Research On Construction And Application Of Evaluation Index System For Innovation Ability Of Regional Science And Technology

China's economy has entered a period of new normal,facing a transition from high-speed growth to high-quality development.The important role of science and technology innovation has become increasingly prominent.The innovation of regional science and technology is a key factor reflecting the degree of regional economic development.How to effectively evaluate the innovation ability of regional science and technology is the basic issue of the science and technology policy research.The paper is based on the summary of the related research on innovation ability of regional science and technology research at home and abroad.Influencing factors are deeply analyzed,the structure for the evaluation index system is relatively complete and the methods for the evaluation index system are relatively objective and so on.At the same time,there are also deficiencies such as obvious differences among the evaluation index systems,the unreasonable number of evaluation indicators and lack of regional characteristics indicators.The paper adopts the method of social network analysis,uses the central degree of Ucinet to extract indicators step by step and can identify core indicators at all levels.Then it try to join the elements of independent innovation of science and technology,aiming at reconstructing an evaluation index system for innovation ability of regional science and technology.The rationality of the evaluation index system is verified by redundancy analysis and sensitivity analysis.The evaluation index system is mainly composed of 5 first level indicators:scientific and technological innovation foundation,scientific and technological innovation input,scientific and technological innovation output,independent innovation of science and technology and scientific and technological innovation benefit.It includes 12 second level indicators such as material basis,geographical basis and human input.It consists of 33 third level indicators,including the amount of patent applications,the number of R&D personnel and the expenditure of R&D,and the paper explains the connotation of indicators at all levels.In order to verify the rationality and operability of the evaluation index system,considering Hefei City,Anhui Province,as the second comprehensive national science center has important research significance,this paper selects Hefei,Anhui province to illustrate the specific evaluation process of evaluation index system for innovation ability of regional science and technology.Based on the evaluation index system for innovation ability of regional science and technology constructed in this paper,the grey relational analysis method is used to collect,process and analyze the data of each level.Finally,based on the evaluation results,the effective path to improve the innovation ability of regional science and technology in Hefei is explored.
