With the development of world economy, subsidy and anti-subsidy measures play a more important role in the global trade system. WTO has built an international order on subsidy and anti-subsidy rules according to <The Agreement on Subsidy and Countervailing Measures>. On the one hand,subsidies are rather essential to achieve national goals on trade, finance as well as economic development; On the other hand,subsidies are able to affect production and trade,while distort the distribution of resource and make production go against the market principle. Thus, along with the process of economic globalization, countries around the world are paying more attention to policies on how to regulate subsidy and anti-subsidy measures. After entering WTO,China is strengthening its efforts to participate in the international economy. How to follow and improve the existing international rules so as to rationalize the legal environment on subsidy and anti-subsidy measures of China with hope to protect domestic industries as well as participate in the international economic cooperation has become a practical problem.The essay used the comparative method to research and discuss rules and practice of anti-subsidy measures under WTO framework and was composed of five parts. Firstly, the author mainly focused on the basic theoretical background of subsidy and anti-subsidy. Secondly, based on WTO <Agreement on Subsidy and Countervailing Measures>, the author made a comparative research on the anti-subsidy practices of The United States and the European Union. Thirdly, the author analyzed the China's policy on subsidy and anti-subsidy legislation, pointing out its shortcomings as compared with that of WTO Agreement. In the last part, the author made some feasible suggestions with the aim of to improve China's legislation on subsidy and anti-subsidy affairs.
