According to Mitchell Score based Approach the Xiaochanquan Houses stakeholders fall into three types: Definitive Stakeholders, Expectant Stakeholders and Latent Stakeholders. After the classification this work deeply analyze the Xiaochanquan Houses stakeholders especially Definitive Stakeholders in respect of the way they participate in the market, the reason and the price they pay.The worthiness of this work is that we use theoretical method to identify the stakeholders of Xiaochanquan Houses and analyze it deeply so that we can clearly judge the motivation and the force of Xiaochanquan Houses, offer advices for the full resolution of Xiaochanquan Houses problem and prevent such problem from the angle of stakeholders. This work innovatively use Mitchell Score based Approach in the field of land management and make the specific standards for the judgments of the stakeholders of Xiaochanquan Houses, use the stakeholder theory to analyze the stakeholders in the field of land management other than discuss it on the surface.
