With Shanghai's sustained economic and social development, people's income level and living standard have been greatly improved while suburban farmers'income has also witnessed a gratifying climbing trend. The per capital disposable income of shanghai farmers reached 7337,8342,9372 in 2004,2005,2006. In 2007, the figure was rose to 10,222, well exceeding 10,000…..However, it should also be noted that some low-income farmers still exist in the suburban areas, who are leading a low standard of living which does not match the metropolitan image of Shanghai. Therefore, the income increase of farmers should be the fundamental work of"agriculture, farmer, and rural areas"issue. It is an extremely urgent practical measure and a way to help build harmonious suburbs and society, as well as the key and hardest part of the"agriculture, farmer, and rural areas"work in Shanghai. Therefore, it is of practical significance to know about the actual situation of the low-income farmers through conducting an objective analysis on the status quo and basic characteristics of their types, labor quality, agricultural operation scale, source of income, and etc., for the formulation of policies and measures to effectively improve the income level of those farmers under specific guidance. This paper gives a truthfully reflection of the status quo and characteristics of the low-income shanghai suburban farmers with focus on the analysis of various factors which have impact on the farmers'income through means of a lot of questionnaires and survey of typical cases. In the concluding part, suggestions on the policies and measures to establish a long-term mechanism to increase farmers'income is put forward on the base of the above-mentioned research.
