Researching The Enhancing Competitive Of The National Economic And Technical Development Zones In Jilin Province

Recently in China, There are 54 national economic and technological development zone (ETDZ). The Changchun economic and technological development zone (CETDZ) is the current national ETDZ in Jilin Province. In the past 20 years, in terms of attracting foreign investment, optimizing industrial structure, strengthening the regional competitive, developing high-tech industry and social undertakings, CETDZ has made great achievement. Some of the world's top 500 enterprises have settled in national ETDZ of Jilin Province, collecting the large projects, enterprises and high-tech industries such as Siemens, Toyota motor, 600,000 tons of fuel alcohol and Pepsi, and so on. The high-tech industry cluster has been basically established at the support of information technology, biological technology, advanced manufacturing technology, the new material, modern agriculture-environmental protection, and comprehensive utilization of resources in the six areas, cultivating new economic growth point of the LCD, genetic engineering medicine, modern medicine, heat shrinkable materials and corn processing, and so on. Each zone plays the role of"growth pole"of the fastest developing speed and plays an important role of demonstration, catalysis, radiation and the leading, in order to upgrade the provincial economic development and improve the traditional industries.However, due to the policy and system, industry, economy and social environment, in recent years there is a new challenge in the development of ETDZ, and the national ETDZ in Jilin Province should seek the new competitive advantage. In this paper, based on the national ETDZ of Jilin Province as the research object, combined with the actual industrial development of ETDZ, I analyzed how the ETDZ cultivate and improve their competitive advantage and effectively promote the economic rapid sustainable development of Jilin Province in the domestic and international economic communion. Therefore, this research possesses important theoretical and practical significance. The main content of the paper includes:Introducing the basic situation of CETDZ, including the current status and features of ETDZ; analyzing the policy, environment, mangement system and investment situation of ETDZ in Jilin Province, comparing with that of other regional ETDZ; conducting an empirical analysis by constructing the index system, using the method of principal component analysis to get the index that influenced CETDZ; analyzing the relationship beween ETDZ and economic development of Jilin Province by the methods of test and principal component analysis. giving a summary of practical problems and difficulties that happened in the process of CETDZ and development opportunities; proposing the policy and advice of improving the comprehensive competitiveness of CETDZ.The innovation of this paper:Theory innovation can be further enrich the evaluation theory model of current competitive power at home and abroad. The case of Jilin Province is a region economic case of Northeastern rust belt in the special process of structural transition. With the study of this case, we can expand regional theory content, improve the study level of the similar issue, geared to international standards.Practical innovation can make us known about the development trend and structure of national ETDZ of Jilin Province, which become the necessary material for the relevant industries, investment enterprise and the similar enterprises to make marketing strategies, which provide a scientific and reliable foundation for government to make relevant policy, to promote the development.
