The employment is vital to the livelihood of the people. Along with the further deepening of economic and social transformation, our country's employment situation is stern day by day. There are a large number of laid-off workers, rural migrant workers, as well as other new labor force, whose employment constituted our country's main employment pressure currently. In addition, over-reliance on the employment pattern that formal sectors absorb most of labor forces make the employment situation even worse. With the deepening of market-oriented reforms, a new form of employment-- flexible employment has been generated and developed gradually. As the flexible employment has huge development potential and ability to absorb employment, it has become one of important channels to absorb labor force and ease the employment pressure. Flexible employment is not only an important way to solve the employment problem, but also the absolute trend of employment patterns. It also plays a significant role in promoting economic development, accelerating the process of urbanization and poverty reduction.The institutional environment for flexible employment plays a decisive role in promoting the development of flexible employment, which is built by the labor market system, labor employment system, the social security system, etc. However, the development of flexible employment is severely constrained by the imperfect institutional environment. So we should make a comprehensive and deep research on this issue. The author expects to begin the research from optimization of the institutional environment for flexible employment point of view, excepting to create enough space for development of flexible employment.The paper constructs theoretical model of the effecting of institutional environment to flexible employment by using labor economic theory. Then the paper draws the conclusion that institutional environment has a positive impact on flexible employment. On this basis, the paper analyses the current situation of the development of flexible employment and reveals that the law and enabling policy of flexible employment is deficient, as well as that the social security system for flexible employers is unscientific. Aiming at these problems, an analysis is made of the institutional environment in Europe and Egypt, which provide some enlightenment and revelations. According to our national situation, proposed policy goal and the corresponding concrete measures of optimizing institutional environment for flexible employment.
