With the economic globalization, China's entry into WTO, and intensification of domestic economic system reform, the domestic market is gradually opening to the outside world, while the overseas-funded enterprises are entering into domestic market. The ownership structure of domestic enterprises is becoming diversified, and the enterprises are faced with unprecedented fierce competition. The constantly changing market causes domestic enterprises putting more emphasis on human resource strategy, so as to obtain competitive advantage, enhance innovative ability, and realize the business strategic target of the enterprises.The competition between enterprises is, after all, competition of talents. People possess the ability to innovate constantly, and utilize, allocate and enrich new knowledge during the work process. In recent years more and more enterprises are aware of the necessity of management on project team staff. The project team staff is core of human resources for most enterprises, as well as backbone for settlement of problems in the project, who is in possession of the most advanced technique in the industry and is able to pour technical vitality into the project. It may be asserted that the activities and attitudes of project staff may to a large extent determine whether the project will be accomplished with high quality. Therefore, it is worth researching how to stimulate project staff scientifically and efficienly, so as to enhance their positivity and creativity, causing them to improve work efficiency and realize the targeted goals.The article utilizes relevant theories of project management, human resource management and organizational behavior, with reference to project human resource management and staff stimulation theories, starts with analysis on psychological and work characteristics of project staff, and concludes the characteristics of project staff, i.e. outstanding features, strong sense of responsibility, unpredicable work achievements, and more demand on mental respects. The article lists non-material stimulative elements on project staff, and concludes the emphasis on stimulation during project starting period, running period and completion period based on features of the projects. Finally, through demonstration of Qingcheng Science and Technology Company, the author works out an optical stimulation scheme which is adaptable to the company, and expounds the actual effect of non-material stimulation on business management and project management.
