Adaptability Of Highway Construction In Poyang Lake Ecological Economic Zone

Jiangxi Provincial People's Government had started up ecological economic zone around Poyang Lake, and implementation measures had been proposed. Undoubtedly, this plan would enforce exchange between areas in Jiangxi province, simultaneously promote exchanges with other provinces, and improve the level of socio-economic development in our province. Evaluation of adaptability of highway construction has positive significance on deciding the highway network scale that adapts to regional economy.Firstly, the concept of Poyang Lake ecological economic zone was clarified, and introduced its highway network from the composition and function aspects. The highway construction and regional economy development situation of Poyang Lake ecological economic zone had been analyzed, then the problems of highway construction had been pointed out.Secondly, both the relationship between highway construction and economic and the meaning of adaptability had been dissertated. With analyzing and comparing the common methods of evaluating the adaptability, had chosen the research method that adapted. Principal component analysis had been used on entire adaptability evaluation, and data envelope analysis on relative adaptability evaluation. On this basis, the index system of evaluation of highway and society-economic had been established based on the feature of Poyang Lake ecological economic zone .Thirdly, the method of principal component analysis had been used on entirely evaluations of ecological economic zone in Poyang Lake. It supported reference information to analyze the inner cause of highway construction adaptability.Finally, the entirely evaluations and relative adaptability between highway construction and area economy had been evaluated using the method of data envelope. This relative availability evaluation of the highway construction was among eleven cities which were in Poyang Lake ecological economic zone. The models of C2R and C2GS2 had given calculative results, which were used in the analyses of the availability of each decision making unit. Technical effectiveness, scales effectiveness and integrated effectiveness could be concluded from the results. Besides, improving direction and range had been proposed on non-available unit after calculating its projection onto the production front. Simultaneously, from the relative availability of each city's highway construction in recent years, thus the change of city's rank could be found out. The superiority of the data envelope method used in highway evaluation had been reflected.
