According to the country, MSAL is the littoral area which is the most potential in developing as Pearl Delta, Yangtze Delta and Jingjinji Area. MSAL is also the area which is the most concentrated in essential productive factors and the number of cities. At the same time, MSAL is the area with the most traditional character in way of developing. Vitalizing MSAL's industry, adjusting the economical structure and changing the way of developing are important aspect of regional economy development in our country. How to develop MSAL's industrial cluster with the revitalization strategy for northeast and the strategy of changing the way of economic developing is a problem which should be solved urgently.In Chapter One and Two, beginning with the location of MSAL and the definition of the industrial cluster, its theoretical framework analyzed the theory of industrial cluster and regional developmental theory. Then, it discusses the trend of MSAL's industrial clusters development in the future.
