Tobacco Hunan Technical Standard System To Establish And Implement The Evaluation Of Effects

Since the establishment of the State Tobacco Monopoly Administration, the tobacco industries in China under the tobacco monopoly policy has gaining momentum. However, as time passes and changes in various factors, the development environment and the interdependent space of the Chinese tobacco industries is facing more stringent constraints. In recent years, in order to enhance the competitiveness of China's tobacco industry to address the adverse effects of external factors, the State Tobacco Monopoly Administration promote the merger of domestic tobacco. Part of the tobacco companies in China have been moved from a single enterprise to cross-regional group enterprise. Tobacco Hunan Industrial Corporation and Changsha Cigarette Factory, Changde Cigarette Factory set up China Tobacco Hunan Industrial Co.,Ltd.,Changsha Cigarette Factory, Changde Cigarette Factory, Chenzhou Cigarette Factory, Lingling Cigarette Factory, Siping cigarette factory, Wuzhong cigarette factory does not have legal personality now.The management of cross-regional group and product homogenization put forward higher requirements to our quality assurance system, how to establish a technical standards system to support the cross-regional group enterprise quality assurance system required to become the focus of this paper.This paper describes the background of the tobacco industry, our technical standard system status and problems. Under the guidance of the basic principles of ISO9000 and GB/T15497《Enterprise Standard System Technical Standards System》, with the requirements of our quality management system, with the characteristics of management functions, this paper determine the structure of the technical standard system, work out the main body of the standard system, provide protection for the implementation of our company's technical standard system from a technical standardization organization and its functions,technical standardization work management system, etc., propose to form a evaluation mechanisms of technical standard system implementation effect.
